if you sell shoes Labeled USA made that shoes will be more likely to sale than shoes Labeled made in the Philippines. Some manufacturer intentionally labeled there product USA made.
OFW returning from a foreign country buy a shoes there and was later discovered that its made in the Philippines.
On contrary, a shoe made in the USA is not actually made in the USA, it's made in china.
